So, should we try and convince CCP to change this. ? First, some answers. Some of which have already been stated so I'll be repeating some data.
Every vehicle and suit in DUST has a signature of some magnitude. These are measured in dB, and I believe that confuses some people. That is a dB unit which does not represent sound. It represents the amount of "distortion" the unit causes which allows it to show up on scanners of varying sensitivities. As you can see here, a Gunnlogi has a signature radius of 200 dB. That's a massive signature. I don't think any suit has anything beyond 65 dB. It's safe to say that no scanner in DUST lacks the sensitivity to pick up a HAV.
The second thing, though, are passive scan radius valus. Most suits and vehicles in DUST only have a passive 360 scan out to 10m away. The only exceptions are light suits with a 16m scan radius. These are, of course, extendable with modules.
The final point, and this is debatable, is where these 10m are measured to. My personal belief is that due to game design (not the best), this is measured to centre mass instead of outer most part. This basically means you could lose 2-4m in scanning distance when trying to pick up a HAV on passive scanner. It sucks, but that's my current theory.

Did you make sure to keep the tank within your cone for an entire scan pulse?
